            <title>Tree Work</title>

            <description><![CDATA[<p><span class="normal"><span style="font-family: Arial;">If you feel you have a tree located on City ROW that is in need of removal you need to download the Tree Work Permit or call the Utility Department Secretary at 217-826-8087 and request the tree be examined for removal.</span>
<p><span style="font-family: Arial;">Upon the city receiving this request the city arborist will inspect the tree and determine if the tree is:</span></p>
<p><span style="font-family: Arial;">1) on City ROW</span></p>
<p><span style="font-family: Arial;">2) in need of removal due to damage, dease.</span></p>
<p><span style="font-family: Arial;">If the arborist's report recommends the tree be removed then a work order is created for the tree to be removed by city utility crews.</span></p>
<p><span style="font-family: Arial;">If the tree is on private property it is the responsibility of the property owner to have the cut down and removed. The city will not pick up this tree waste.</span></p>

<p><span style="font-family: Arial;">The leaf vacuuming schedule for 2010 will be published in the Fall.</span></p>
<p><span style="text-decoration: underline;"><span style="font-family: Arial; font-size: small;">During Leaf Vacuuming Season</span></span>
<p><span style="font-family: Arial;">Loose leaves should be raked in piles along the curb, but do not put leaves on the street surface. If there is no curb &amp; gutter, leaves should be placed along the edge of the gravel or blacktop – <strong><span style="text-decoration: underline;">not in the ditch</span></strong>. </span></p>
<p><span style="font-family: Arial;"><span style="text-decoration: underline;"><strong>Do Not:</strong></span></span></p>

<div><span style="font-family: Arial;">pile the leaves so that they block gutters or sidewalks</span></div>

            <title>Mulch</title>

            <description><![CDATA[<p>The yard waste and tree limbs picked up by the City of Marshall along with the trees removed by the City are stock piled until the volume of material is reached to call in the grinding contractor. The material is ground up and piled for distribution as mulch. You may request to receive mulch free of charge by calling into City Hall at 217-826-8087, or by completing the <a href="http://www.marshallilcity.com/index.php?option=com_content&amp;view=article&amp;id=235:yard-waste&amp;catid=65&amp;Itemid=179">online Mulch Pick-Up Form</a>.</p>
<p>Mulch pick-up requests can be made for 3:30 pm any day Monday - Friday except on legal holidays. All requests for same day pick-up must be made by 3:00 pm.</p>
<p>Mulch pick-up location is at the East end of East Plant Road. Go through the gated enterance, you will see the mulch pile off to your left. Drive down to pile and await to be loaded</p>]]></description>

            <title>Brush and Yard Waste</title>

            <description><![CDATA[<p><span style="font-family: Arial;">Normally brush and yard waste are picked up on Thursdays and Fridays. The city will pick up only normal tree and bush trimmings. The property owner will dispose of all other tree parts. The Superintendent of Utilities must approve all other disposals. Piles will be no larger than 6’ X 6’ X 6’ and pieces must be less than 12" in diameter.</span></p>
<p><span style="font-family: Arial;">Brush and yard waste should be stacked at the edge of the road or curbside with branches laying in the same direction. Do not put brush and yard waste piles or bags on street surface, ditches, gutters or blocking sidewalks.</span></p>
<p><span style="font-family: Arial;">Beginning January 1, 2002, yard waste will no longer be picked up in plastic bags. Yard waste must be placed in paper bags. City utility customers that live within the city limits of Marshall may pick up these paper bags at the Visitors Center (Log Cabin) located at IL. Rt. 1 and Plum St. The Visitor Center hours are 10AM - 3PM Tuesday - Friday. There is a limit of 15 bags per visit.</span></p>

            <title>Boil Orders</title>

            <description><![CDATA[<p> </p>
<h4>What is a Boil Order?</h4>
<p style="margin: 0in 0in 0pt;">A boil order is a notification made by the water department in accordance with state regulations advising people that are served by the cities water distribution system that the water may be contaminated with bacteria.</p>
<p>This order advises people to boil the contaminated water prior to using it in order to make it safe for drinking.</p>
<p>Public notification of the boil order is made to ensure that every water user on the affected system has knowledge of the contamination.</p>
<h4>Why?</h4>
<p>State regulations mandate boil orders to ensure high-quality water in the event water pressure drops below 20 pounds per square inch (PSI) in any part of a distribution system a boil order would be issued.</p>
<p>In most cases, this happens when a water main is being repaired in your neighborhood.</p>
<p>Boil orders are issued as a precaution with a customer's best interests in mind. It's possible, but unlikely, bacteria can enter the water system when pressure in the line drops below 20 psi.</p>
<h4>Notification</h4>
<p>If the boil order affects a limited area, City of Marshall water department notifies customers by door-hanger. If it's a large area, the company also seeks assistance from the local news media.</p>
<h4>Careful Sampling</h4>
<p>All boil orders last a minimum of 36 hours, as required by state law.</p>
<p>Once the problem is fixed, water lines are flushed and samples are taken. Samples are taken from several sites within the affected area. The sites are spread out over the affected area. Samples are taken for chlorine, turbidity analysis and bacteriological analysis.</p>
<p>If samples are acceptable, the boil order is removed after 36 hours.</p>
<h4>Water Usage</h4>
<p>During boil orders, water usage for toilet flushing, clothes washing and cleaning does not require boiling.</p>
<p>Water used for drinking and food preparation requires boiling.</p>
<h4>Boil Order Instructions</h4>
<ol>
<li>Strain the water through a cheesecloth, coffee filter, or other clean, porous material to remove as many solid particles and dirt as possible. </li>
<li>Bring the water to a rolling boil for 3 to 5 minutes. </li>
<li>Let the water cool. Pour into a container that has been boiled or sanitized with chlorine bleach. </li>
<li>To preserve the quality of the water, refrigerate the water until use. </li>
</ol>

            <title>Power Tools</title>

            <description><![CDATA[<p><span class="normal"><span style="font-family: Arial;">Safety plays an important role when working with power tools. It's easy to get tired or distracted during a project, and hazards like faulty electrical connections can be hidden. </span>

<p><span style="font-family: Arial;">You can reduce your risk of injury by following these safety guidelines: </span></p>
<p><span style="font-family: Arial;"><strong>Before using your tools</strong> <br />Always read the owner's manual carefully. <br />Inspect the tool before each use, and replace or repair damaged parts. <br />Use the correct tools for the job - don't use a tool or attachment for something it wasn't designed to do. <br />Always wear the appropriate safety gear - shatter-proof glasses or goggles and ear plugs are a must, and dust masks are usually a good idea. <br />Don't wear safety gloves - they can interfere with your ability to control the tool. <br />Avoid wearing loose-fitting clothing and remove rings and other jewelry. </span></p>
<p><span>
<p><br /><span style="font-family: Arial;"><strong>Work areas</strong> <br />Keep your work area clean - sparks can ignite scraps, sawdust and solvents. <br />Remember that water conducts electricity - don't stand on a damp floor, and keep your hands and tools dry. <br />Make sure the electrical wiring is safe. All outlets should have three-hole sockets or a ground fault circuit interrupter. <br />If you need an extension cord, make sure it's rated for the wattage of the tool you're using, and use only outdoor-rated cords outside. <br />When you're working on a ladder or scaffolding, rest the tool on a flat surface or in a bin secured to the ladder. A falling tool can seriously injure a helper or family member. <br />Keep a first aid kit handy, and if possible, a telephone with a list of emergency numbers. <br />Install an all-purpose fire extinguisher and smoke alarms in the areas where tools are used.</span></p>

<p><span style="font-family: Arial;"> <br /><strong>Repairing and cleaning power tools</strong> <br />Always turn off and unplug a tool before adjusting, cleaning, attaching an accessory or changing a bit or blade. <br />Unplug tools immediately after you're finished and put them away.</span></p>
